was ordained a Roman Catholic priest on August 10,1944 at Solsona, Spain, by Msgr. Valentín Comellas-Santamaria and consecrated a bishop on May 3, 1948 by Bishop Carlos Duarte Costa, former Titular Bishop of Maura.. Bishop Castillo-Mendez was one of 8 priests raised to the episcopacy by Bishop Duarte-Costa.

Of the eight men that Bishop Duarte-Costa raised to the episcopate before his death in 1961, two were regularized as bishops under the pontificates of John XXIII and Paul VI: Salomon Ferraz as auxiliary bishop of Sao Paulo, Brazil, the other Orlando Arce Moia was named auxiliary bishop of Madrid, Spain. Clearly their status as bishops was recognized by Rome.

Bishop John Simmons

Bishop Simmons was pastor of a Traditional Catholic Church in Penge, London, England dedicated to Our Lord as the Good Shepherd and to the Blessed Mother.
